Job Description:
Responsible for all areas of identifying new business, capturing markets, proposal management, proposal writing, and pricing support for MES Education Support and MES Simulation & Training.
Duties (Including but not limited to):
1. Develop a marketing plan with targeted business opportunities that fit MES capabilities
2. Manage and perform all capture activities including, but not limited to, documenting challenges, hot buttons, and objectives for the agency; developing and executing call plans; developing and refining win themes and win strategies and ensuring they are aligned with the RFP; developing and executing the teaming strategy; performing a gap analysis against the RFP requirements and executing a plan to fill the identified gaps; documenting all capture activities and revising as necessary.
3. Lead proposal management as required including: create the response outline and schedule of proposal activities, compile and editing questions, submission to the government, oversee content development, managing and participating in narrative reviews, overseeing color review recovery, ensuring compliance with all non-technical RFP requirements including on-time submission, and be responsible for meeting all milestones and deadlines.
4. Assist the proposal development process with the coordination of information and data from teaming partners, data calls, and SMEs and other tasks as assigned by the proposal manager.
5. Provide subject matter experts with appropriate levels of knowledge and expertise to develop the solution for each area of the proposal.
6. Perform proposal writing support.
7. Provide support to all aspects of pricing.
8. Support the production of the final proposal document.
9. Support submission of the final proposal to the appropriate government point of contact.
10. Market to small business companies (below $16.5 m NAICS code) Develop partnering strategy
11. Develop a Mentor-Protégé relationship with a large reputable defense company.
12. Identify SDVOSB and woman owned re-compete contracts and opportunities. Pursue teaming arrangements with incumbent vendors and small businesses that offers a competitive advantage to MES.
13. Market to potential commercial customers. The names of the companies will be detailed in monthly report. The report is to be presented at the beginning of each month.
14. Build an Image Generator pipeline of new business by collaborating with Industry (Strategic MES Partner) and MES staff.
15. Make approximately 5 sales calls a day
16. Publicize MES on social media such as LinkedIn, Facebook, Twitter, etc.
17. Set up meetings with government and industry to support the business opportunity targets.
18. Provide semi-monthly activity report to MES top management.
Qualifications:
Bachelor’s Degree plus a minimum of 10 years’ experience in the Simulation and Training industry.
Demonstrated performance in capture management, marketing, and proposal development.
