CANADIAN DEPARTMENT OF NATIONAL DEFENCE
Program – Joint Terminal Attack Controller Virtual Training System (JTAC VTS)
Gatineau, Quebec March 9, 2023 – The Department of Public Works and Government Services Canada on behalf of the Canadian Department of National Defence has awarded a three year contract with two additional option years to MES Simulation & Training Corp. for the acquisition of the Joint Terminal Attack Controller Virtual Training System (JTAC VTS) and associated In-Service Support and Repair and Overhaul (ISS R&O) which will support the training required to generate accredited Joint Terminal Attack Controllers (JTAC).
Being selected to work with the Canadian Department of National Defence (DND) is an honor. The selection process was extremely thorough and professional. We are excited to begin this journey. MES Simulation & Training Corp. (MES) is enthused to deliver a JTAC VTS that is based on proven architecture that has been delivered to multiple sites and has been reliable for over 14 years. The architecture is based on software, hardware, operating systems, simulation standards that have performed and successfully trained thousands of JTAC trainees.
Integral to the JTAC VTS design and award of the project to MES is the MES-developed KORE Image Generator (IG). MES has delivered Image Generator products for over 10 years to different customers and different applications such as ground, air and sea. As part of its simulation and training product lines, MES’ KORE Image Generator is a COTS hardware/software product developed to meet multiple configurations within the same product. KORE is a high fidelity Image Generator capable of running CDB databases (among others) and allowing the user to interact with the entire database without interruption. When KORE is loaded with the Global terrain CDB, the user has no restriction on where to move within the database.
The JTAC VTS deliverables will consist of static systems that will be permanently installed into facilities on DND bases, portable systems that can be transported to various sites for training and the documentation to support all operation and maintenance activities required throughout the lifecycle of the system.
The ISS R&O will provide spares to support the equipment, maintenance activities, help desk support provided from MES facilities to support DND/Canadian Army personnel in operation and maintenance activities.
The acquisition contract will address the delivery of up to five (5) static systems, six (6) portable systems, associated management and design activities, all manuals and data required for the systems’ installation and training support.. The ISS R&O contract provides for three years with seven additional option years of in-service support including provisions for additional work requests for spares, on-site maintenance activities, engineering changes and upgrades.
AIR FORCE NUCLEAR WEAPONS CENTER
Program – Trainer Power Panel Modification (TPPM)
Training Device/Equipment: Missile Launch Procedures and Maintenance Trainers
The Air Force Nuclear Weapons Center, Hill AFB has awarded MES a $3.7M, 20 month contract to design, develop, fabricate, test and deliver 40 panels as a part of 32 power panel modification kits. The kits will be eventually installed into Missile Procedures Trainers (MPTs), Launch Facility Trainers (LFTs), and Power and Environmental Control System Trainers (P&ECST) at four Air Force Bases. MES is currently under contract to install three MPT kits with contract options to install the remaining 29 MPT, LFT, and P&ECST kits. The power panel modification kits will be installed in the existing trainers to match the recent upgrades in the actual weapons systems.
ARMY PEO STRI – NOVA TECHNOLOGIES (Prime Contractor)
Program – Call For Fire Trainer (CFFT III)
Training Device/Equipment: Classroom Trainers and Immersive Modules
MES is a major subcontractor to Nova Technologies who is developing the CFFT III family of training systems. MES’s responsibilities include designing and manufacturing the Simulated Military Equipment (SMEs), assembling the CFFT hardware, developing the logistics documentation and production drawings, installing the training devices in the field, performing on-site training, and providing Interim Contractor Support (ICS).
The CFFT III systems are the U.S. Army’s choice for training the proper procedures to call Indirect Fire support including artillery support and mortar support, Naval Surface Fire Support, and Type I, II and III terminal attack controls for Close Air Support (CAS). This effort will procure CFFT III systems which will expand the training capabilities to include Forward Observers (FO), Joint Fires Observers (JFO), and Joint Close Air Support (JCAS).
AIR FORCE MATERIAL COMMAND, Robins AFB
Program – C-17 Interface Test Consoles

The Air Force has awarded MES a $1.1M contract to fabricate, test and deliver nine Interface Test Consoles (ITCs) and associated hardware to the C-17 Robins Avionics Integration Support Facility (R-AISF) located at Robins Air Force Base (AFB), GA.
The ITCs and associated hardware are used to test the operation of avionics Operational Flight Programs (OFP) loaded into various C-17 aircraft hardware subsystems (a.k.a. “black boxes”, Line Replaceable Units or LRUs). Each LRU is essentially a computer that controls some aspect of the C-17 flight and mission. An OFP is essentially the “application software” that executes in these computers. The ITCs provide a mechanism to test whether or not this “application software” is correctly performing its intended function.

Program – SURFACE DAMAGE CONTROL TRAINER (SDCT)

Remove and dispose of the existing CNELS legacy damage control “wet” trainer currently installed at the Naval Station, Pearl Harbor (NSPH), and replace it with a modernized Surface Damage Control Trainer (SDCT) capable of training the objectives of curricula K-495-0045. The SDCT is designed to maximize the reliability, supportability and safety of the new system, minimize life cycle costs and provide a life expectancy of twenty years.

The MSAT significantly advances the training capability, operational readiness, and tactical proficiency of Joint Terminal Attack Controllers (JTACs), Forward Air Controllers (FACs), and Forward Observers (FOs)/Spotters personnel during day, dusk, and night operations.

Program – Supporting Arms Virtual Trainer (SAVT)

MES was awarded the SAVT contract under a full and open competition. This training device will advance the training capability, operational readiness, and tactical proficiency for the US Marine Corps. The SAVT training device will train Joint Terminal Attack Controllers (JTAC’s), Joint Forward Observers (JFO’s), and Forward Air Controllers (FAC’s) during day, dusk and night operations in a simulated environment. The device is used to develop training scenarios that require the placement of tactical ordnance on selected targets using Joint Close Air Support (JCAS) procedures and observed fire procedures for Naval Surface Fire Support (NSFS), artillery and mortar fire to perform destruction, neutralization, suppression, illumination/coordinated illumination, interdiction, and harassment fire missions. The SAVT was delivered to six locations: Camp Pendleton, Ca, Kaneohe Bay, Hi, 29 Palms, Ca, Camp Lejeune, NC, Okinawa, Japan, and Yuma, Az. The trainers consist of a dome based training area and an after action review room which will be located in temporary buildings and permanent facilities. MES will also provide Contractor Field Services (CFS) during the duration of the contract and life-cycle support documentation. Additionally, MES was awarded follow-on efforts resulting in two technical refreshes and continued CFS.

SeaPort-e
SeaPort Enhanced (SeaPort-e) has been designated as the vehicle of choice for procurement of Engineering, Financial, and Program Management professional support services for the Navy Virtual SYSCOM. This vehicle focuses on implementing cost-effective and integrated business practices to better support our Navy.
MES has been awarded a SeaPort-e contract to compete for professional services in all zones. SeaPort Enhanced (SeaPort-e) has been designated as the vehicle of choice for procurement of Engineering, Financial, and Program Management professional support services for the Navy Virtual Systems Command (SYSCOM). This vehicle focuses on implementing cost-effective and integrated business practices to better support our Navy.
MES has excellent past performance and extensive experience in providing support for Navy and Marine Corps training for both the Naval Air Warfare Center Training Systems Division (NAWCTSD) and Marine Corps Program Manager for Training Systems (PM TRASYS). Under SeaPort-e, MES continues to provide the very best in engineering and logistics service solutions, simulation devices, and ground support equipment for our nation’s Sailors and Marines.
TSC III
The Training Systems Contract (TSC) is a group of multiple award Indefinite Delivery, Indefinite Quantity Contracts (ID/IQCs) intended to furnish the Naval Air Warfare Center Training Systems Division (NAWCTSD) with a streamlined, quick reaction vehicle for the acquisition and support of training systems. There are two lots of contracts awarded under the TSC contracting vehicle – Lot I is full and open and Lot II is for small business set-asides. Under the Lot II contract, MES is one of only 10 awardees that can compete for delivery orders.
The TSC program has been serving this requirement as a Multiple Award Contract (MAC) since FY 2000 and is entering its third generation. The TSC III scope encompasses training system design, development, production, test and evaluation, delivery, modification, and support. Included within this scope is complementary Instructional Systems Development (ISD) products and complementary Training Systems Support, which includes Interim Contractor Support (ICS) or Contractor Engineering & Technical Services (CETS) and provisioning for the Initial Support Period (ISP). The TSC III MAC serves as a viable acquisition alternative to fulfill within scope United States Navy and Marine Corps training systems requirements and those derived from end-users and customers consistent with NAWCTSD’s mission. The base ordering period is five years, with two one-year optional ordering periods.
STOC II
The U.S. Army Program Executive Office for Simulation, Training and Instrumentation (PEO STRI) awarded MES Lot I (Full & Open) and Lot II (Small Business Set-Aside) omnibus contracts to assist PEO STRI and its customers in satisfying mission requirements.
The omnibus contract, known as STOC II (PEO STRI Omnibus Contract II), is a set of multiple-award Indefinite Delivery / Indefinite Quantity (IDIQ) contracts to provide simulation, training and instrumentation products, services and solutions for the Warfighter, beginning with concept development and continuing throughout life cycle support. Under this contract, MES:
Facilitates the leveraging of programs and technology (to include Joint and/or Joint-related) in the best interests of the U.S. Army and Department of Defense;
Prepares the Warfighter to meet the challenges of the future Joint operational environment;
Supports continued growth in the interoperability of Live, Virtual, Constructive and Testing solutions to enhance training and testing capabilities of the Warfighter.
NASA IDIQ
The National Aeronautics and Space Administration (NASA) selected MES to fabricate electrical ground support equipment for space programs at NASA’s Kennedy Space Center. The multiple award, indefinite-delivery, indefinite-quantity contract consists of a five-year ordering period, with an option for a one-year extension.
The contract includes all of the required management, labor, facilities, materials and equipment to fabricate, assemble, mark, clean, package, and deliver electrical ground systems; test equipment; and other hardware for Kennedy Space Center. Electrical ground support equipment acquisitions under this contract are competed amongst four awardees as firm fixed price delivery orders.
Department of State
The Schultz Center is a training organization with a broad customer base comprised principally of all foreign affairs community employees.
The contract is designed to maximize customer service levels and optimize the use of contractor support. The contract provides security cleared individuals (if necessary) for administrative, analytical, budget analysis, procurement, audio visual and analytical research positions. The goals, objectives and scope of the services align with the Department of State’s mission, which is to create a more secure democratic and prosperous world for the benefit of the American people and international community.
National Institutes of Health
The Long-Term Administrative Support Contract (LTASC) with the National Institutes of Health (NIH) is designed to provide administrative support solutions across all of the NIH Institutes, Divisions, Centers and Offices. Under this vehicle, up to 800 administrative support personnel are provided over the life of the five year Indefinitely Delivery/Indefinite Quantity (IDIQ) contract on a Task Order basis.
The NIH, a part of the U.S. Department of Health and Human Services, is the primary Federal Agency for conducting and supporting medical research. NIH scientists investigate ways to prevents disease as well as the causes, treatments and even cures for both common and rare diseases. NIH has more than 18,000 employees working in over 200 Government-owned buildings and 80 leased facilities nationwide.
Navy College Program
MES provided education and support service solutions to the Navy college program (NCP) – a voluntary education program. Experience afloat and ashore allows us to provide tailored, yet universal services to the NCP. Our personnel provide management and supervision to approximately 60 NCP locations across the globe. Additional services include recruiting, hiring and training of personnel, and testing and computer lab facilitation.
MES education and support service solutions for NCP include:

Marine Corps EFMP
MES provided non-personal services in support of Marine Corps Community Services (MCCS) Programs at Headquarters, United States Marine Corps Quantico, Virginia and Marine Corps installations worldwide. The MCCS Exceptional Family Member Program (EFMP) supports Commanders’ efforts to improve the quality of life for families with a member who has special medical and/or educational needs.
MES provides EFMP support services at 16 locations worldwide. These services include:

ACES Reserves
As a prime contractor under ACES Reserves, MES consistently delivered educational support services to assist Reserve personnel to establish, develop plans to achieve, and monitor progress toward, academic achievement. Through this contract, MES enabled the Department of the Army’s Military Departments to fulfill a directive to enhancing soldiers’ competitiveness in various core competencies. In meeting the Reserves program’s overall goal through a series of 22 performance objectives, MES provided the client with superior full-cycle program administration, counseling, automation, test administration, test control, and multi-use facility services. MES’ CPAR ratings for this procurement reflect excellence in performing to the technical, managerial, administrative, and coordination standards the Performance Work Statement outlined.

ACES Europe
MES provides educational support services for the Army Continuing Education System ACES in Europe (Germany, Belgium, Netherlands, and Italy) at approximately 20 Army locations.

The objective of the MES contract is to provide support solutions that assist Government professionals in delivering adult education services at sites throughout the world. MES provides all related services necessary to support the Army Continuing Education System’s goal of lifelong learning opportunities for Active Duty and Reserve components.
ACES
MES provides educational support services for the Army Continuing Education System (ACES) at approximately 70 Army locations both in Continental United States (CONUS) and Outside the Continental United States (OCONUS).

The objective of the MES contract is to provide support solutions that assist Government professionals in delivering adult education services at sites throughout the world. MES provides all related services necessary to support the Army Continuing Education System’s goal of lifelong learning opportunities for Active Duty and Reserve components.
INTER-AMERICAN AIR FORCE ACADEMY
Program - Contractor Logistics Support for Lackland AFB,
Aircrew Training Devices
MES provided prime contractor support to the Air Force including Contactor Logistics Support for the 242 Flight Training Device and several Personnel Computer Aviation Training devices.
MES maintains the 242 device, which replicates eight different aircraft includes the operator station and the visual system. MES also supports the 242 training device to include:
• Crew coordination
• Cockpit resource management
• Instrument Flight Rules (IFR) procedures
• Navigation procedures
• Systems training, Systems checking
• Engine operations, Flight procedures
• Emergency procedures
• Crew recurrency training
• Pilot pre-hire screening
• Route familiarization and approach familiarization.
MES also maintains several Personnel Computer Aviation Training devices (PCATDs) used to introduce and practice instrument flight procedures. MES maintains the NT-361 trainers, which contain various simulation training modules. These modules are updated, or added to, as necessary to meet the training objectives.
NAVAL AIR WARFARE CENTER TRAINING SYSTEMS DIVISION
Program: Virginia Joint Primary Aircraft Training System (JPATS)
MES experience on this contract includes:
- Design and fabrication of Ejection Seat Trainer and Egress Procedures Trainer
Replicas of the T-6A cockpit and seat with fully operational:- Canopy and interior cockpit that physically replicates
The T-6A cockpit - Instructor console for control of lights and warnings
Fully functional ejection seat without pyrotechnics
- Canopy and interior cockpit that physically replicates
- Cost effective approach to procedures training that would otherwise require the actual aircraft
- Provided all system integration of the infrastructure to support systems required in JPATS
MARINE CORPS AIR/GROUND COMBAT CENTER AND U.S. ARMY
Program: 3-D Pop-Up Armor Target
MES experience on this contract includes:
- Targets replicate physical size and shape of T-72 or BMP Armored Personnel Carrier (Conceals to 24” height)
- Provides non-emissive IR signature representative of the target being replicated and capable of radar return
- Utilizes current lifters and easily transportable by pick-up
- Total weight approximately 250 lbs
- Installs in less than one hour.
- Low cost and easily repairable with very low life cycle cost
Base Maintenance at Lackland Air Force Base
- MES provides base maintenance services to the 37th Training Wing at Lackland AFB in San Antonio, TX.
- Maintain historical exhibits, associated support equipment and training aids, to include obstacle courses, static vehicles, ranges, and training-related equipment.
- MES staff also repairs, modifies, and rebuilds selected items.
- Responsible for maintaining historical aircraft and artifacts located on the parade grounds and in two base museums, as well as, the reception center at Lackland AFB.
UH-60 Cockpit Procedures Trainer (CPT)
- Assembly and integration of three UH-60 CPTs
- Fully replicated cockpit with simulated engine instruments
- Conducted software analysis, testing and quality assurance of software documentation and configuration management

Northwest Fisheries Science Center
MES provides administrative and non-scientific technical support services to the Northwest Fisheries Science Center (NWFSC), a region of the National Marine Fisheries Service (NMFS), National Oceanic and Atmospheric Administration (NOAA), an agency of the Department of Commerce. The NWFSC is charged with the mission of stewardship for living marine resources in the pacific northwest, including: Northern California, Idaho, Oregon, and Washington.
The NWFSC is composed of the Office of the Science Director and five divisions: Conservation Biology, Resource Enhancement and Utilization Technologies, Fish Ecology, Fishery Resource Analysis and Monitoring, and Environmental Conservation.
The services that MES provides include:

MES provides prime contractor support for to meet requirements in engineering, logistics, and software support services of hardware and software modifications for Device(s) 14A12 and 14A12(J). These services include:

- Procure and maintain all hardware components,
Modify software to establish existing trainer baselines,
- Detailed software design, development, prototyping, and testing,
- Software modification support,
- Analyze proposed changes,
- Develop cost and lead‑time estimates,
- Translate modification requirements into software code,
- Prepare software test plans, and
- Prepare technical manuals and report
